Overview
We are consulting on the following proposed changes:
- Increasing on-street pay and display charges over three years
- Changing the emissions bands used for parking permits and charges
- Introducing pay and display parking at some currently unrestricted locations
- Extending some RPZ and on-street Pay & Display operating hours in Bath to 10pm
- Introducing seasonal charges on weekends during the Bath Christmas Market
- Increasing charges for reserved spaces in some residential car parks
- Introducing reserved-space permits at Church Road car park in Weston
- Introducing short-stay charges at Weymouth Street car park in Walcot.
The individual proposals are explained below.
No decision has been made to introduce these changes.
Proposal 1: Changes to on-street pay and display charges
We are considering increasing hourly on-street pay and display charges over a three-year period.
Under the proposal, the lowest emissions band would increase by approximately 10% per hour each year, rounded to the nearest 10p. This would mean an increase of approximately 30p, 40p or 50p per hour in the first year, depending on the location and existing charge.
Charges for vehicles in higher emissions bands would continue to be calculated using the relevant emissions-based charging arrangement.
Proposal 2: Changes to emissions bands
Parking permits and pay and display parking currently use emissions bands to help determine the charge for a vehicle.
We are considering reducing the upper limit of the lowest carbon dioxide emissions band from 130g/km to 110g/km.
A new band would cover vehicles emitting between 111g/km and 130g/km. Under the proposal, vehicles in this band and the bands above it would receive a 5% uplift.
Proposal 3: Pay and display at currently unrestricted on-street locations
We are considering introducing pay and display parking at the following locations in Bath:
- Combe Park
- Cow Lane
- Park Lane
- Newbridge Hill
- Widcombe Hill
- Bathwick Hill
- Warminster Road
These are currently unrestricted locations on the public highway that are within relatively easy reach of the city centre.
The proposal is intended to support a more consistent approach to parking and the use of limited street space and encourage people to consider the use more sustainable modes of transport.
Proposal 4: Extending operating hours to 10pm
We are considering extending the operating hours of Residents' Parking Zones and on-street pay and display parking in Bath to 10pm each day.
This could affect people parking in these areas during the evening. We would particularly welcome feedback from residents, workers, visitors and businesses that may be affected.
Proposal 5: Seasonal Bath Christmas Market charges
We are considering introducing additional weekend charges in council car parks in Bath during the Bath Christmas Market.
The proposed additional charge would be:
- 50p per parking transaction lasting up to four hours
- £1 per parking transaction lasting more than four hours
The proposed change would not affect the 2026 Bath Christmas Market.
Proposal 6: Charges for reserved spaces in residential car parks
We are considering doubling the permit charge for reserved parking spaces in the following residents or business off-street car parks:
- London Street, Walcot
- James Street West, Kingsmead
- Bedford Street, Walcot
- Brougham Hayes, Westmoreland
- Southview Road, Westmoreland
We would particularly like to hear from current permit holders and nearby residents about the possible effects of this proposal.
Proposal 7: Church Road car park, Weston
We are considering introducing permits for residents to use reserved parking spaces at Church Road car park in Weston, which is currently uncontrolled.
Further details about how the permits could operate would be developed if the proposal progresses.
Proposal 8: Weymouth Street car park, Walcot
We are considering introducing charges for short-stay parking at Weymouth Street car park in Walcot.
Further details about the proposed charging period and tariff would be developed if the proposal progresses.
